INDIANAPOLIS- Indianapolis Metropolitan Police Department North District officers make several arrests after a nearly two-month long investigation.
In January, an extensive investigation based on the IMPD’s direction of targeting MND’s violent offenders was begun of Ronald “Mook” Graham. The 29-year-old Graham allegedly began selling heroin to an undercover officer in Jan. Flex Officers stopped Graham, along with Devin Price, 28, in the 2100 block of North Emerson Avenue. Graham was arrested at that time for three drugs deals conducted since January. Two handguns were found inside the vehicle, a Glock semi-auto handgun and a Taurus revolver. Price is on federal probation for drug dealing. Officers located more drugs on the two men and inside the vehicle. They also found what is believed to be about 5-grams of cocaine, less than 30-grams of marijuana, approximately 30 Vicodin pills, and three OxyContin pills. Three vehicles were seized, along with $688, for possible forfeiture proceedings by the Marion County Prosecutor’s Office (MCPO).
A short time later, officers conducted a second traffic stop of 28-year-old Brian Grimes and 27-year-old Phillip Jones as part of the investigation. Grimes was allegedly in possession of a small amount of cocaine and marijuana. Jones was a fugitive out of Hennepin County, Minneapolis, MN. on First Degree Residential Robbery.
All were arrested and preliminary charged, Graham charges are Dealing in a Controlled Substance – Heroin, Possession of Heroin, Possession of Cocaine and Marijuana and Serious Violent Felon in Possession of a Firearm. He was previously convicted for Attempted Murder and Carrying a Handgun Without a License and Robbery Resulting in Serious Bodily Injury but the convictions were vacated due to a post-conviction relief ruling. The Attempt-Murder case was re-set for retrial this March. Graham was also a victim of a non-fatal shooting in past years.
Price was arrested on preliminary charges of Possession of Handgun no license, Felon in Possession of a Handgun, Possession of Controlled substance, and Driving While Suspended. Grimes was arrested on preliminary charges of Possession of Cocaine and Marijuana along with Driving While Suspended. Jones was arrested for First Degree Residential Robbery out of Minnesota. The MCPO will review the case and make a final charging decision.

The murder case was then re-set for retrial in March of 2017. Graham is a violent offender and has several past drug and gun arrests He also was a victim of a non-fatal shooting in past years.
