Noblesville Police Department Accepting Fall 2017 Citizens Police Academy Applications
The Noblesville Police Department is currently accepting applications for the next Citizens Police Academy. The academy is an 11-week course, free of charge, designed to provide community members with an opportunity to become better acquainted with our professional staff and to learn about police procedures. The Academy will familiarize citizens with the operations of the police department. This includes classes on patrol procedures, criminal law, narcotics, search and seizure, tactical operations, investigations, juvenile law, firearms demonstration, emergency vehicle operations, use of force issues and police canine demonstration. Participants will also have the option to ride with a patrol officer and witness the street-activity our officers encounter on a day-to-day basis.
The objective of the Citizens Police Academy is not to create quasi-cops, but to produce informed citizens. The academy is intended to open lines of communication between the community and the police department. By allowing citizens a firsthand look at the police department and how its operations are handled, citizens take away a better understanding of the police role in the community. Additionally, citizens bring a wealth of knowledge about their community and particularly, the problems in their neighborhood. In this way, police are able to learn and better understand the concerns of the citizens.
Eligible candidates must:
1. Be at least 16 years of age
2. Have no felony convictions and no misdemeanor convictions within the last (3) years
3. Pass a background check
4. Reside or be employed in Noblesville
The next academy session (Fall-2017) will begin on Sept. 13 and will conclude on Nov. 22, 2017, with a graduation ceremony. Classes will be held every Wednesday evening from 6:30 – 9:30 p.m.

If you want to purchase a Saturday badge for Gen Con 50, this is your final reminder, as they’re anticipated to sell out soon! You can order yours on gencon.com. Limited quantities of Thursday, Friday, and Sunday (Family Fun) badges are also available while supplies last.
Gen Con will attempt to alert attendees to approaching sell outs of other single-day badge types. However, given the pace of Gen Con 50 badge sales, this may not be possible with each badge type.
Street Closures for Indiana Black Expo Summer Celebration Music Heritage Festival l July 14

The American Legion Mall will once again host the Indiana Black Expo Summer Celebration Music Heritage Festival 1 on Friday, July 14.
This year many of the roads surrounding the American Legion Mall will be closed starting at 6:00 p.m. and remain closed until 12:00 a.m. after the concert ends. The closures will only limit vehicular traffic around the Mall.
“Attendance at the concert has grown over the years, resulting in the crowds spilling into Meridian and Pennsylvania Streets”, commented Indiana State Police First Sergeant Mike Nichols. “These closures are necessary to provide an added level of protection to everyone attending the concert,” Nichols added.
Concertgoers wishing to drop people off near the venue on Pennsylvania or Meridian Streets will need to do this before 5:30 p.m.
The following Indianapolis streets will be closed on Friday, July 14th from 6:00 p.m. to 12:00 a.m.

Officer Santos Cortez Retires from IMPD

INDIANAPOLIS – The Indianapolis Metropolitan Police Department (IMPD) would like to take this opportunity to thank Officer Santos Cortez for 10-years of dedicated service to the City of Indianapolis.
Officer Cortez was appointed in 2007 to the IMPD and later assigned to Southwest District where he served honorably and was noted as an exemplary officer with keen police instincts. In June of 2012, Officer Cortez’s life changed. While responding to a hit and run accident where the suspect vehicle fled, he was searching the area when the intoxicated suspect rammed his police vehicle, ejecting him from his police car and leaving him paralyzed.
Despite the circumstances, Cortez maintained a positive attitude and became a force for change for officers now and generations to come through his lobbying for new legislation that would affect the pensions for officers who medically retire due to an on-duty injury. The following is an excerpt from House Bill 1617:
“1977 fund disability benefits. Provides that a member of the 1977 police officers’ and firefighters’ pension and disability fund (1977 fund) who has a permanent and total disability that is the direct result of a catastrophic physical personal injury that occurs in the line of duty after July 1, 2008, and that permanently prevents the 1977 fund member from performing any gainful work receives, after July 1, 2017, for the remainder of the individual’s life a disability benefit equal to the monthly salary of a first class patrolman or firefighter at the commencement of the disability. Provides that the 1977 fund member’s disability benefit increases at a rate equal to the increases in the monthly salary of a first class patrolman or firefighter. Provides for an exemption from the payment of tuition and regularly assessed fees at a state supported college, university, or technical school for a qualifying child or spouse of a 1977 fund member who has a permanent and total disability that is the direct result of a catastrophic physical personal injury that occurs in the line of duty after July 1, 2008, and that permanently prevents the 1977 fund member from performing any gainful work.”
His work on legislation with Officer Jason Fishburn (Also injured in the line of duty after being shot by a murder suspect in 2008) was not his only achievement post injury, but his public speaking engagements about the dangers of drunk driving and giving back to those in need in the community he still loves to serve:

Mosquitoes Carrying West Nile Virus Found in Marion County
The Marion County Public Health Department reports the first mosquitoes of the season found carrying West Nile virus. The Mosquito Control program checks surveillance traps around Marion County each day to monitor the local mosquito population and test for West Nile virus.
When mosquitoes from a trap test positive for West Nile virus, Mosquito Control increases its prevention efforts during daytime and evening hours in the area where the trap is located.
No human cases of the virus have been reported so far this year in Marion County.
Most people who become infected with West Nile virus do not develop any symptoms, according to the Centers for Disease Control and Prevention. People with certain medical conditions, such as cancer, diabetes and kidney disease are at greater risk experiencing symptoms which include headache, body aches, joint pains or rash. Less than one percent of people who are infected with West Nile virus will develop a serious neurological illness such as encephalitis or meningitis.
The Marion County Public Health Department reminds everyone to stay protected from mosquito bites by following the Four D’s of Mosquito Control:
- DUSK – Stay indoors from dusk until dawn. If you do spend time outdoors….
- DRESS – Wear long sleeves and long pants when outside during these times.
- DEET – Use insect repellent containing DEET.
- DRAINAGE – Remove all standing water outside the home.
“Even a small amount of standing water outside is a potential breeding ground for mosquitoes,” said Matt Sinsko, coordinator of Mosquito Control at the Marion County Public Health Department. ”We encourage residents to empty water from containers of any size and flush out bird baths every week. Check for old tires, clogged gutters, small recreational pools, and poorly operating septic systems.”

Indy Coca-Cola “Before” Tour To Take Place August 12
For decades, people have admired the white terra cotta Coca-Cola bottling plant on Indianapolis’s Massachusetts Avenue, but few have been allowed to see that the Art Deco show continues inside. On Aug. 12 from 1 to 5 p.m., Indiana Landmarks stages a “before” tour of the building that Hendricks Commercial Properties will reinvent as apartments, restaurants, retail shops, movie theaters, and a boutique hotel.
James Yuncker built the bottling plant in 1931, in the depths of the Great Depression, in a style that was lavish by factory standards, especially at the time. It was a testimony to his faith in the growth trajectory of his core product, Coca-Cola. He commissioned the design from Rubush and Hunter, a firm known for prominent structures that are now listed in the National Register of Historic Places, including Columbia Club, Guaranty Building, Circle Theater, and Circle Tower—all on Monument Circle. Jungclaus Construction Company, whose headquarters remains just down the street on Mass Ave, built the plant.
As business boomed, the plant expanded with additions in 1941 and 1951, as well as additional garages. By 1950, the facility was considered the world’s largest bottling plant, with 260 employees and a fleet of 110 delivery trucks. After Yuncker died in 1964, Indianapolis Motor Speedway owner Tony Hulman bought the Coca-Cola franchise and moved bottling operations to Speedway. He stored his collection of vintage automobiles in the Massachusetts Avenue building until he sold it to Indianapolis Public Schools (IPS) in 1968.
IPS turned the bottling works into a central kitchen for school lunches, and used other areas for storage, a woodworking shop, and as classrooms for adult and experimental education. The garages remained, housing school buses instead of soft drink delivery trucks.
On the tour, you’ll see how architects Rubush and Hunter exceeded the design standards of an average Depression-era factory. Incised gold-leaf lettering traces the words Coca-Cola in the brand’s distinctive script on the facade. Gleaming terra cotta clads the Art Deco exterior—a material that conveyed the spic ‘n span facility it enclosed—with geometric and floral motifs and a bas relief panel over the main entrance on Massachusetts Avenue that depicts a refreshing fountain shooting beautiful arcing sprays.
Ornate bronze doors open into the high Art Deco lobby, where terrazzo floors and a circular marble staircase with stainless steel and brass railing leads to the executive offices. A massive brushed aluminum light fixture crowns the space.
Just off the lobby on the first floor, another public space wows—walls of sea green, ochre, and creme matte glazed tile walls, trimmed in deep maroon tile that forms ziggurat patterns above the brass and frosted glass doors, surmounted by an ornamented plaster ceiling. You’ll see this and more on the tour, and hear about from Hendricks Commercial about its plans for Bottleworks.
The tour celebrates the 50th anniversary of the Indianapolis Historic Preservation Commission, which reviews and approves changes to properties in the Massachusetts Avenue Historic District, including the Coca-Cola bottling plant.
The tour is self-guided, with docents stationed along the way to offer information and answer questions. Tickets are required. The site is not yet handicapped accessible and has no working elevators.

Gen Con 50 SELLS OUT of 4-Day Badges, Limited Single-Day Badges Remain
INDIANAPOLIS (July 6, 2017) – Gen Con, the largest and longest-running hobby gaming convention in North America, has announced a sellout of 4-Day badges for Gen Con 50, its historic 50th convention to be held August 17-20. Sales of single-day badges (Thursday, Friday, Saturday, and Sunday Family Fun) will continue at gencon.com, though supplies are limited. The company urges those interested in attending to purchase these badges soon, as single-day badges also are expected to reach a sellout.
Due to these expected sellouts, Gen Con will not offer on-site badge sales at Gen Con 50. Any remaining attendee-type badges will be available for sale at gencon.com with will call pick-up. As in prior years, Gen Con will offer 24-hour will call, starting at noon on Wednesday, August 16 and staying open throughout the entire convention. The will call area also will expand to expedite the packet pick-up process.
“Though 4-Day badges have sold out for Gen Con 50 there are still many opportunities to attend the convention and take part in the celebration,” said Adrian Swartout, CEO/Owner of Gen Con LLC. “Family Fun Day badges provide a great opportunity for visitors who wish to sample the show for the first time. Anyone still interested in attending Gen Con 50 should purchase their badges soon.”
Family Fun Day, held on Sunday, August 20, allows a family of four to attend for $45. Children ages 8-and-under are free to attend any day of Gen Con with a child wristband.
Gen Con has capped Trade Day and some individual badge types previously in Indianapolis, but has never limited its 4-Day or single-day badge sales.
Gen Con 50 will take place August 17-20, 2017 in the Indiana Convention Center, Lucas Oil Stadium, and participating hotels. The convention will feature more than 500 exhibitors, more than 19,000 events, and an exclusive concert from Grammy Award-winning recording artist They Might Be Giants.
